ADDRESSES & STREET NAMES
 

WHEREAS, THE OFFICIALS OF THE TOWN OF BUNKER HILL, MIAMI COUNTY, INDIANA BELIEVE THAT THE TOWN OF BUNKER HILL SHOULD CREATE STANDARDS FOR ASSIGNING ADDRESSES AND STREET NAMES WITHIN THE CORPORATE LIMITS OF THE TOWN OF BUNKER HILL, AND

WHEREAS, THE SAFETY OF OUR CITIZENS AND THE PROTECTION OF THEIR PROPERTY DEPENDS UPON THE ABILITY OF LAW ENFORCEMENT, FIRE AND EMERGENCY VEHICLES BEING ABLE TO LOCATE PROPERTIES IN A TIMELY MANNER, AND

THEREFORE, BE IT ORDAINED THAT THE TOWN OF BUNKER HILL ESTABLISH THE FOLLOWING PROCEDURES FOR ADDRESSING AND STREET NAMES WITHIN THE CORPORATE LIMITS OF THE TOWN OF BUNKER HILL.
 
ARTICLE 1. TITLE:    This ordinance shall be known and may be cited as the "Addressing Ordinance" of Bunker Hill, Indiana.
 
ARTICLE 2. COMPLIANCE:    No structure shall be assigned an address or street number within the zoning jurisdiction of the Town of Bunker Hill except in full compliance with the provisions of this ordinance.
 
ARTICLE 3. PURPOSE:    The purpose of this ordinance shall be to set standards for residences and other structures in the numbering and street naming in Bunker Hill and to establish methods used to assign addresses to properties in Bunker Hill, Indiana. These standards shall be used to provide continuity, avoid duplication, and prevent confusion regarding the location of developed parcels of land in Bunker Hill, Indiana.
 
ARTICLE 4. JURISDICTION:    This ordinance shall apply to all incorporated land, lots and residences within the planning and zoning jurisdiction of the Town of Bunker Hill, Indiana.
 
ARTICLE 5. DEFINITIONS:
 
ADDRESSING PLANNING AUTHORITY:    The Bunker Hill Plan Commission shall have the responsibility for assigning street addresses within the corporate limits of Bunker Hill. The Commission shall coordinate its addressing efforts with the Miami County Plan Commission and any other appropriate entity in the unincorporated areas within its zoning jurisdiction.
 
APARTMENT:    A single structure containing three (3) or more dwelling units.
 
BASE LINES:    Existing recognizable lines which divide the town into quadrants or sections.
 
BLOCK INTERVALS:    The hundred number interval is the distance between grid lines, or the point where the next highest block number designation is used.
 
CUSTOMER (ADDRESSES):    A family, individual, residence, business or industry which receives mail at a delivery point.
 
DUPLEX:    A structure containing two (2) dwelling units.
 
FRONTAGE INTERVAL:    The distance in foot frontage along a street, which is used to assign consecutive property numbers, beginning from the nearest grid or base line.
 
GRID LINES:    Imaginary lines or actual streets which are located a specific distance from and perpendicular or parallel to base lines. These lines indicate the point where block numbers change from one hundred to the next higher hundred. Grid lines are used to standardize the numbering of parallel blocks at the same distance from base lines.
 
LOT:    A lot is a designated parcel, tract, development or area of land which is either now being or will be used eventually for construction of a structure.
 
MOBILE HOME PARK:    An area of land on which five (5) or more mobile homes are regularly accommodated with or without charge.
 
OUT OF BOUNDS ADDRESS:    A term used by the U. S. Postal Service to designate addresses that are out of sequence with the surrounding addresses. Often this occurs when mailboxes are located on the back street of a property that faces another street or on a corner lot.
 
PRIMARY ADDRESS NUMBER:    The numeric or alphanumeric component of a street address which precedes the street name.
 
PRIVATE ROAD:    A road which has three (3) or more addressable structures and is not a town maintained road.
 
STRIP MALL:    A commercial structure which has multiple tenants.
 
STRUCTURE:    A residential home, apartment building, business or commercial building, industrial or manufacturing building, bridge or publicly owned building which fronts onto a public street or road.
 
ARTICLE 6. THE PROPERTY ADDRESS NUMBERING SYSTEM:
 
ADVANTAGES OF A PROPERTY ADDRESS NUMBERING SYSTEM:    A street numbering system and corresponding property addresses provide individual structures with an exact geographic location. City type addresses are necessary in order to provide a structure with a specific more accurate identification for efficient mail delivery, to provide an easily identified geographic reference point for quick dispatch of police, fire and emergency rescue equipment, to provide utility companies with a permanent address record for billing and services calls tied to a specific structure, and to provide ease of location identification for friends, service vehicles or other individuals trying to locate a specific structure. A number should make it easy for anyone to find the location of a residential property in a short period of time and allow for a systematic expansion of address numbers as community growth occurs.
 
THE GRID COORDINATE SYSTEM:    Bunker Hill will structure the naming of its street system and the issuance of property addresses based on the Lyman/Purdue Street Numbering System. The system is better known as the grid coordinate system and utilizes two base lines which run at approximate right angles to each other to divide the town into quadrants.
 
STREET NAMES AND NUMBERS:    Existing street names will be retained where feasible. Some names will have to be changed to correct duplications, or other factors causing confusion.
 
PROPERTY NUMBERING INTERVALS:    Street addresses are assigned in increasing order from each base and grid line. There are fifty (50) address numbers that will be available for each side of the street within each block. All those available numbers will probably not be needed, depending on the density of development along the street. A specific street address is determined by measuring the interval between the grid line to the front entrance of the structure.
 
ARTICLE 7. PROPERTY ADDRESSING:    All residences, commercial, industrial and public structures located in Bunker Hill shall be assigned a permanent street address. Structures located on the north side of an east/west street and those located on the west side of a north/south street shall have an even numbered property address. Structures located on the south side of an east/west street and those on the east side of a north/south street shall have an odd numbered property address.
 
Apartment buildings will be assigned one street address and the owner will be responsible for assigning individual apartment numbers or alphabetic designations.
 
Strip Malls will be assigned one street address for the structure and the owner will be responsible for providing "suite" numbers or alphabetic designations for individual tenants.
 
Mobile Home Parks will be provided a street address for the main park entrance and the park owner will be responsible for providing lot numbers for individual tenants.
 
In all situations the Bunker Hill Plan Commission shall make the final determination of which street will be used for an address. The criteria for this determination will be based on the layout of the property, layout of the structure and other factors that may affect emergency services and mail delivery. Street addresses are to be assigned based on measurement of the distance from the grid line to a line perpendicular to the address street that intersects one of the following: The structure, or the entrance to the property that contains the structure.
 
DETERMINING A PROPERTY ADDRESS:    An official street address shall contain no more than four digits, with the first two indicating the block number from the baseline. The last two digits shall indicate the interval of the structure to the nearest block or grid line.
 
PLACEMENT AND SIZE OF ADDRESS NUMBERS:    When a property address has been assigned by the Bunker Hill Plan Commission to a specific structure, it shall be the responsibility of the property owner to provide visible and current address numbers on both the structure and on the mailbox.
 
The letters and numbers on the mailbox shall be in compliance with U. S. Postal regulations and recommendations. The lettering shall be at least two and one half (2½) inches in height, and be of the reflective type. The address shall be placed on both sides of the mailbox. In cases where an address is considered an "out of bounds address", the address name of the street shall also be placed on both sides of the mailbox.
 
The letters and numbers placed on structures shall be at least three (3) inches in height, and be of the reflective type. The letters and numbers shall be placed in a location which faces the street upon which it is addressed and near a main entry way and placed higher than the height of the entry way. If side or back entry ways open to a street or alley different from the address, the side structure shall also have the full address, including street name, properly displayed. Where the mailbox is not located at the entrance to the property and address numbers on the structure are not easily visible from the street, a sign displaying the address with at least two and one half (21/2) inch lettering shall be placed at the entrance to the property. The lettering shall be of reflective type. The sign, if private residence, can be numbering on a post permanently placed in the ground, but must not encroach on the street right-of-way.
 
ARTICLE 8. RESPONSIBILITY FOR PROPERTY ADDRESSING AND STREET NUMBERING:
 
PLAN COMMISSION RESPONSIBILITIES:    The responsibility for the issuance of street addresses shall be assigned to the Bunker Hill Plan Commission. IC 36-7-4-405 grants a plan commission the power to prescribe a numbering system, assign street names and approve the naming of all streets in platted subdivisions. The Plan Commission shall issue and keep a permanent record of all issued property addresses with local postal authorities and E-911 personnel. The Plan Commission shall have final approval in the naming of streets in platted subdivisions, mobile home parks, commercial or industrial business parks, etc., within the corporate boundaries of Bunker Hill. The Commission shall coordinate its addressing efforts with the Miami County Plan Commission and any other entity it feels appropriate in the unincorporated areas within its zoning jurisdiction.
 
ARTICLE 9. REQUIREMENTS FOR OBTAINING STREET ADDRESSES:    A person or business who submits an application to build a new structure in Bunker Hill shall submit a plat or site plan as is normally required to obtain a building permit. Prior to issuance of a building permit, the Plan Commission shall issue an official permanent street/road address for the structure. It is the official address that will be forwarded to Postal Officials, E-911, Miami County Auditor and local utilities. No other addresses shall be used for identification of the structure. In no case shall an individual or business be permitted to assign an address to their property or a structure on the property.
 
ARTICLE 10. ENFORCEMENT AND PENALTY:    All property within the zoning jurisdiction of the Town of Bunker Hill shall be required to be in full compliance of this ordinance within ninety (90) days of the completion of the renumbering project even if not assigned a new address.
 
The Building Commissioner shall have the responsibility for enforcement of this ordinance.
 
Upon determination by the Building Commissioner that a person, firm or corporate entity is in violation of this ordinance, a written notice of said violation shall be sent by certified mail, to the owner of record, giving said owner ten (10) days to comply with said ordinance and report same to the Building Commissioner.
 
The Building Commissioner shall, if no report is received within that ten (10) day period, instruct the Plan Commission Attorney to proceed with legal action to abate the violation.
 
Said Attorney shall request to the courts, all attorney fees and a fine of not less than twenty five (25) dollars and not more than that allowed by IC 36-1- 3-8, as amended, for each day said violation exists after the ten (10) day compliance period.
 
ARTICLE 11. SEVERABILITY:    If any provision of this ordinance or application of any provision to particular circumstances is held invalid, the remainder of the ordinance or application of such provision to other circumstances shall not be affected.
 
ARTICLE 12. EFFECTIVE DATE:    This ordinance shall be in full force and effect from and after its adoption according to law.
 
ARTICLE 13.    APPROVAL OF ORDINANCE:    THIS ORDINANCE WAS DULY ADVERTISED AND APPROVED BY THE TOWN COUNCIL OF THE TOWN OF BUNKER HILL, MIAMI COUNTY, INDIANA AFTER A PUBLIC HEARING ON THE   14   DAY OF SEPTEMBER , 2004.

PLACEMENT AND SIZE OF ADDRESS NUMBERS

Town of Bunker Hill Ordinance #5, October 20 1998, Article #7.

When a property address has been assigned by the Bunker Hill Plan Commission to a specific structure, it shall be the responsibility of the property owner to provide visible and current address numbers on BOTH the structure and on the mailbox.

The letters and numbers on the mailbox shall be in compliance with U.S. Postal regulations and recommendations. The lettering shall be at least two and one half (2 1/2") inches in height and be of the reflective type. The address shall be placed on both sides of the mailbox. In cases where an address is considered an "out of bounds address", the address name of the street shall also be placed on both sides of the mailbox. The numbers shall be placed on your property (on your side of the road, street,). If side or back entryways open to a street or alley different from the address, the side structure shall also have the full address, including street name, properly displayed. NOTES

Example of an "out of bounds" address...you live on a corner lot at a road intersection. Your house faces one road and is addressed by that road but your mailbox sits beside your driveway which comes off the other road. Your address on your mailbox is "out of bounds" because the address is not part of that road. In this case you will place both the house number and road name on the box. The same is true for housing additions where the mailboxes are grouped along a road outside the housing addition.

Special note for mailboxes in a group...where mailboxes are placed in a row on a post or posts, and the sides of the mail boxes in the row are not visible, the address should be placed on the front of the box.

All Miami County Residents have had access to 911 Emergency Services since July of 1996. Since that time we have been working on re-addressing Bunker Hill homes and businesses to eliminate the old rural route box number addressing and replacing it with a street name/number and house number system. The assignment of addresses is now complete and the new address assigned to your property is:

 

YOU SHOULD BEGIN USING YOUR NEW PHYSICAL ADDRESS UPON RECEIPT OF THIS LETTER. IF YOU RECEIVE MAIL AT A POST OFFICE BOX, THE POST OFFICE BOX NUMBER WILL NOT CHANGE.

Please note***if you currently receive your mail at a post office box rather than by home delivery you will continue to use your post office box address for mailing purposes and your new 911 physical address for property location purposes.

It is the responsibility of the owner or resident to ensure the property is marked so that Emergency Responders can identify the property. Displaying instructions are on the next page of this letter.
